1 MAR 1990 I am directed by Mr.Secretary Amery to trans- mit to you, to be laid before the Imperial Shipping Committee, the accompanying copies of reports and correspondence on the subject of the development of the Hong Kong harbour.

2. It will be observed that the question of the policy which should be adopted was discussed at a meeting at the Colonial Office on the 8th January.
3. Mr.Amery would be much obliged if he could be furnished with any observations which the Committee may have to offer, to guide him in considering in the policy to be followed in regard to the development of this harbour.
